Strong support for mandatory use of body-worn cameras

THE EDITOR, Madam:

I write to express my support for the Jamaica Constabulary Force’s (JCF’s) announcement of acquiring 1,000 body-worn cameras (BWCs). In the wake of public outcry over the tragic and controversial death of Jamar Farquharson. This step is both timely and necessary.

With over 230 alleged police-related killings in 2025, ongoing investigations into multiple high-profile cases, the need for clear, verifiable documentation of police encounters is critical.

Here are compelling reasons why the widespread use of BWCs by the JCF is essential:

1. BWCs provide real-time, objective documentation of police-citizen interactions. This transparency helps ensure that officers act within the law and that investigations are based on evidence, not speculation or hearsay.

2. Officers often face baseless complaints. Bodycam footage can immediately refute false claims, protecting officers’ reputations and reducing the time and resources spent on unfounded investigations.

3. Communities are more likely to cooperate with the police when they believe officers are held accountable. BWCs show the public that the JCF is serious about fair and just policing.

4. Knowing they are being recorded discourages both officers and civilians from escalating situations unnecessarily. Studies show that BWCs lead to fewer incidents of excessive force and verbal abuse.

5. Officers are more likely to follow proper procedures and de-escalation techniques when they know their actions are being recorded.

6. BWC footage can provide critical evidence in both criminal and administrative investigations, strengthening court cases and helping to convict or exonerate more accurately.

7. Bodycam recordings offer real-life material to train new recruits and to evaluate existing officers. This helps identify areas for improvement and reinforce good practices.

8. International data show BWCs reduce violent encounters, benefiting both civilians and officers. Clear footage often resolves disputes before they become confrontations.

9. With clear footage available, investigations into alleged misconduct or shootings can proceed faster, reducing public tension and helping restore calm after controversial incidents.

10. Not all police interactions are negative. Bodycams can capture moments of bravery, compassion, and professionalism, giving the public a fuller picture of the good work officers do.

However, for bodycams to be effective, they must be used consistently and without exception, especially during planned operations. Selective use, deactivation, or tampering with cameras must be met with serious consequences.

The JCF must also ensure that INDECOM and the courts can access footage without delay or obstruction. Body-worn cameras represent a major investment of taxpayer funds but, more importantly, they are an investment in justice, trust, and accountability. If used correctly and fairly, they can help transform how Jamaicans view policing.
